Labor Arbitration Services - About Walt Francis

Smiling bald man in a suit and tie.

Walt Francis, Arbitrator

I am a labor-relations professional dedicated to the fair, impartial, and efficient resolution of workplace disputes through effective grievance process management in both the private and public sectors. My career has centered on the grievance process, serving as Director of Grievances for AFSCME Council 13, where I oversaw the handling of grievances for public-sector employees throughout Pennsylvania. For the past 11 years, I have also acted as a panel officer in monthly grievance hearings for state agencies, including PennDOT, PASSHE, the Department of Human Services, and the Department of Conservation and Natural Resources.

This extensive experience has provided me with a solid foundation in labor relations expertise, collective bargaining agreements, contract interpretation, and the practical realities of the grievance process, allowing me to view situations from both sides of the table. I understand what parties require from a hearing: a full opportunity to present their case, a clear record, and a decision grounded in both the contract and the facts.

I have prepared for the role of arbitrator through formal training, completing the Becoming A Labor Arbitrator (BALA) course in November 2025, following earlier coursework at the George Meany Center for Labor Studies in 2006.

I approach each case with neutrality, careful preparation, and respect for both the parties involved and the grievance process. My goal is to deliver a well-reasoned decision promptly, ensuring that both sides can trust the outcome and move forward.

Fees: $1,500 per diem. A one-day per diem ($1,500) applies if a hearing is canceled within 30 calendar days of the scheduled date.
